Cargo Transportation Condition Appraisal
Cargo transportation condition identification refers to the identification and suggestions on the transportation safety of goods based on domestic and international regulations and standards on the transportation of dangerous goods.
Significance of Identification
Ensuring Transportation Safety: Clarifying the dangers of goods during transportation, such as explosion, flammability, oxidation, toxicity, radiation, and corrosion, to take corresponding safety measures and prevent accidents.
Compliance with Regulations: Meeting the requirements of relevant international and domestic transportation regulations to ensure that goods can be transported legally and avoid penalties for illegal transportation.
Providing Compliance Certification: Providing enterprises with a basis for compliance in customs clearance, domestic transportation, and export, ensuring that goods smoothly pass various audits.
Scope of Identification
Based on the United Nations' Recommendations on the Transport of Dangerous Goods (Orange Book), the International Civil Aviation Organization's Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO TI), the International Air Transport Association's Dangerous Goods Regulations (IATA DGR), the International Maritime Organization's International Maritime Dangerous Goods Code (IMDG Code), the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS), and the People's Republic of China's national standard GB12268-2025 "List of Dangerous Goods Names", etc., the dangerous goods classification test is conducted for the goods to be transported, and a "Cargo Transportation Condition Identification Report" in Chinese and English suitable for sea, rail, road, air, postal, and express delivery is issued.
According to the United Nations' Recommendations on the Transport of Dangerous Goods, dangerous goods are divided into the following nine categories:
Class 1: Explosives
Class 2: Gases
Class 3: Flammable liquids
Class 4: Flammable solids; substances liable to spontaneous combustion; substances which, in contact with water, emit flammable gases
Class 5: Oxidizing substances and organic peroxides
Class 6: Toxic and infectious substances
Class 7: Radioactive materials
Class 8: Corrosive substances
Class 9: Miscellaneous hazardous materials and articles
According to the nine categories, there are six major categories of export goods that require a "Cargo Transportation Condition Identification Certificate":
Goods with batteries: Such as electrical equipment, lawnmowers, golf carts, wheelchairs, and other electric devices that may contain batteries, as well as goods that may contain battery water.
Chemical goods: Including hazardous chemicals and general chemicals, many carriers require customers to provide a cargo transportation condition identification report to prove that the goods are not dangerous goods, but only general chemicals.
Powder goods: Such as spirulina powder, various plant extracts, etc.
Oily goods: Such as car parts with fuel or residual fuel, carburetors or fuel tanks, camping equipment or tools that may contain flammable liquids such as kerosene and gasoline.
Liquids, gases, and goods that may contain liquids or gases: Such as certain mercury-containing instruments, such as rectifiers, thermometers, barometers, pressure gauges, and mercury converters.
Magnetic goods: Any goods containing magnetic materials will generate a magnetic field in space. In order to ensure flight safety, safety monitoring of magnetic goods is required.
Identification Process
Please log in to the company website ( www.gxchjy.cn ) to download the relevant forms, homepage → download center → chemical/dangerous goods entrusted identification agreement → component information letter of guarantee and self-responsibility statement, fill in and print the signature and seal according to the requirements, and submit it with the samples and relevant materials (such as SDS, etc.). Please truthfully fill in the information such as the name of the goods, technical parameters of battery products, commodity name or common name of organic pigments, manufacturer, and applicant unit.
Implementation of sample submission: Clarify the quantity and requirements of samples to be submitted (specific requirements are detailed in: entrusted testing/inspection submission instructions), the submitting unit must ensure that the submitted samples are consistent with the actual shipped goods. If there is any inconsistency, the customer shall be solely responsible for the testing fees, legal liabilities, and other consequences involved. The packaging of the submitted samples should indicate the name of the sample and the name of the submitting unit. If valuable or special samples need to be returned, please specify in advance.
