Non-dangerous chemical identification/Chemical hazard identification/Hazard characteristic classification and identification
Identification of non-hazardous chemicals, identification of chemical hazards and classification and identification of hazardous properties are important links in chemical management. The following is an introduction from the aspects of definition standards, identification process, required materials, report content, etc.:
I. Definition standards
Hazardous chemicals:
International General Standards (GHS system): The United Nations "Globally Harmonized System of Classification and Labeling of Chemicals" (GHS) divides hazardous chemicals into physical hazards (explosives, flammable gases/liquids/solids, self-reactive substances, oxidizing substances, substances that release flammable gases when in contact with water, etc.), health hazards (acute toxicity, skin corrosion/irritation, severe eye damage, carcinogenicity, reproductive toxicity, etc.), and environmental hazards (toxicity to aquatic organisms, ozone layer depletion, etc.).
Chinese regulations and standards: According to the "Regulations on the Safety Management of Hazardous Chemicals" and the "Catalogue of Hazardous Chemicals" (latest version), chemicals listed in the catalogue (including pure products and mixtures) are managed as hazardous chemicals; even if they are not included in the catalogue, if the chemical is found to have one of the characteristics of explosiveness, flammability, toxicity, corrosiveness, radioactivity, etc., it still needs to be managed as hazardous chemicals.
Non-hazardous chemicals: must meet the following conditions: not included in the "Hazardous Chemicals Catalogue"; not having physical, health or environmental hazard characteristics in the GHS classification after testing or evaluation; the concentration of hazardous chemical components in the mixture is lower than the limit (for example, in Chinese standards, some components are not considered hazardous chemicals when the concentration is lower than 1% or 0.1%).
2. Identification process
List comparison: Prioritize the comparison with the "Hazardous Chemicals Catalogue" to determine whether it is listed.
Testing and evaluation: Unlisted chemicals must be determined through laboratory tests (such as flash point, LD50 toxicity test, etc.) or GHS classification evaluation to determine the hazard.
Mixture determination: Comprehensive judgment based on component concentration and hazard characteristics.
3. Required materials
Application form for classification and identification of hazardous characteristics.
Material Safety Data Sheet (MSDS).
Guarantee letter of composition information and self-declaration:
Sample: 50 - 300ml (liquid) / 50 - 300g (solid), packed in reagent bottles, fluorinated bottles or sealed bags specially used for holding chemicals, not in used beverage bottles or other non-special containers, not leaking, and properly labeled on the sample (company name, sample name and model, etc.).
Copy of business license (required for some product categories).
Application form for entrustment.
IV. Report content
The hazardous characteristics classification identification report shall contain at least the following:
Sample related information: including sample name, sample identification, sample quantity/weight, sample description, component content, etc.
Dangerous goods information: including UN number, formal shipping name and technical name, dangerous goods category, packaging category, etc.
GHS classification information: according to the UN GHS classification standard, use various existing data (including: test data, human experience, epidemiological and clinical research, reliable literature records, etc.) to clarify the classification of chemicals.
Information related to the "Catalogue of Hazardous Chemicals" (2015 Edition): whether it is a chemical listed in the "Catalogue of Hazardous Chemicals" (2015 Edition), and whether it complies with the "Definition and Determination Principles of Hazardous Chemicals" in the "Catalogue of Hazardous Chemicals" (2015 Edition).
